1939 - 1945

In July 1940 the Corps Prefectural Bourbonnais include:

- The Prefect Louis ADAM, w oste since 1934.
- Secretary General SIRVENT.
- The Sub-Prefect of Montluçon Lucien DOOR.
- The Sub-Prefect of the obvious AUBIGNAT previously Advisor prefecture Clermont-Ferrand. (Replacing VERNAY mobilized)

Following the failure of the department by the line, Lucien DOOR is charged with the duties of warden for the area not occupied. 2 / 3 of the city being occupied, only the neighborhood of the Madeleine touve free zone, the Bridge and the river Allier Régemortes serving separation.

Stuck at Moulins, and occupied by only 4 districts, the Prefect ADAM , does not feed any illusions about his fate ... The September 17, 1940, he was relieved of his duties. It is with surprise, informed by radio, before the appointment to the Official Journal!

His successor is none other than Lucien DOOR.

By October 1940, the prefecture the free zone, are installed in the former barracks of Villars in the Madeleine district, under the direction of a division head and provided with a level of the firm. Reeve DOOR L. was born June 7, 1895 in Bearn, in Biella (Basses-Pyrenees), a lawyer father. After studying law (license), he moved to the front as career volunteer for the duration of the guerre.Il be mobilized from September 28, 1914 to October 30, 1919. It will be a reserve lieutenant and obtain the Croix de Guerre.
He arrived in Montlucon as sub-prefect on a temporary basis in May 1940. On July 5, 1940, he was responsible for the functions of Prefect unoccupied zone of Allier. In September he was appointed prefect of the department for both areas.
He went to La Sarthe in 1943, arrested and imprisoned at Angers at the Liberation, he will be brought before the High Court of Justice Bourgesle October 2, 1946, acquitted by that of Amiens in August 25 1948.Le 1948, it will be compulsorily retired and discharged without treatment.

In March 1943, his successor will Marcel Picot . Henry TREMAUD , Cessy born in Ain September 25, 1901. Doctor of Laws and Bar of Paris in the '30s. Sub-Prefect of Vichy in October 42 it will nome Prefect of the Haute Savoie in April 1943.Dès this time he will be committed to the FFC (French forces fighting), he was arrested by the Germans in November 1943, he 's January 4, 1944 escape.
will be in 1951, deputy director of the United Nations High Commissioner then eventually seconded to the Ministry Etragères Affairs in Monaco in 1961.

Louis MAYMAT , born Pionsat (Puy de Dome) Sept. 14, 1904. Law degree in 1928. He arrives in the Allier as deputy prefect of Montlucon in July 1942. In May 1943 he became sub-prefect of Vichy. Prefect of the Cantal, he will be suspended from office by the Commissioner of the Republic of Clermont-Ferrand in August 1944. Retired in 1946 with half pay.

A Montlucon, four Sub-Prefects succeeded: MARCHAIS, MAYMAT, Lalani and FEA.

Lucien Marchais , born in St. Yrieix-la-Perche (Haute-Vienne), November 9, 1899. Mobilized from April 1918 to April 1921, LLB in 1926. After various deputy prefect, he was appointed sub-prefect in Montluçon Acting on November 1, 1940 21, then definitely the same month. LALANI Jean, born in Albi on 1 December 1899, an officer father. College of letters in Clermont-Ferrand. Among prefectural dan sla in 1925 as chief of staff of the Prefect of Corrèze.
He arrived in Montlucon in May 1943. Reeve Belfort, they era suspended from his duties on 1 fevreir 1945; Demoted Deputy préfet.Mis retired without pay in 1946. He eventually attached to the General Secretariat of Galerie Lafayette in 1967.


FEA , last sub-prefect, like his counterpart Vichy, will make his handover of power to the resistance without any problem. There will be no concern by the Committee purification Allier.

Sample Of Community Hours

Retrospective of the 2010 season


As you indicated in the title, the second edition of the Lachine Canal takes off is now complete. It is time for us to reveal the numerical results of the project for 2010!


Two plantations were carried out with help from volunteers at Morgan Stanley, Price Waterhouse Coopers and Pro-Vert Sud-Ouest. There are now 132 native plants were planted and provide shelter and supplies for birds and pollinating insects. These trees, shrubs and perennials are also helping to expand the biodiversity green on the banks of the canal and improve the environment of the Southwest by absorbing dust and CO2.


In sixteen shoreline cleanups, 629 kg of waste was collected and whether it includes chores Canal Blue, this is 762 kg! The articles are predominantly found in the first place tobacco (4677), second in food packaging (1947) and in third place polystyrene (1753) which includes the styrofoam and plastic # 6. Such data tell us what kinds of interventions can be undertaken by site managers but also by organizations such as Pro-Vert Sud-Ouest in terms of environmental awareness. One can also think about all the good that removing these wastes from the environment to make it.


I want to thank everyone who came to help us in our activities. We could not do the same without them! Harvest waste requires patience and perseverance even! The more we are, the more we can collect waste and over greater distances. Planting vegetation may seem easy when we have to put a plant in the ground but if you repeat it more than once in a sometimes rocky land that must first sod, you will feel the implications in the next day your muscles!


I would also like to thank our generous contributors for their financial support, materiel, technical and field: Pro-Vert Sud-Ouest, the Comité ZIP Ville-Marie, Price Waterhouse Coopers, H2O Adventures, Soverdi and Parks Canada.

Invasive plants: the Common Reed

Its name tells you maybe nothing, but you probably heard, either along the Lachine Canal, a highway in southern Quebec or newly cleared land. The Common Reed or Phragmites, is a plant species having the greatest spread in the province in recent years. The phenomenon worries biologists and annoys farmers. What is it exactly?

Description

This large plant forms dense colonies in wetlands (marshes, riverbanks, lakes, ditches along highways) with upright stem can reach 1.5 to 2 , 5m high. The inflorescence is a large panniculus feathery whose color varies from greenish yellow to reddish brown. Reproduction is done in 2 ways:
  • sexually, by seed dispersal;
  • vegetative propagation by rhizomes and stolons * **.

common reed are found on all continents except Antarctica. If this is 3000 years in North America, only since the late 1950s he took a remarkable expansion in south-western Quebec. For example, the Boucherville islands, its progress has been meteoric. Absent from the region in 1970, this plant now occupies nearly 250 000 m2 and seems ever expanding. (1) is a European genotype, so exotic, introduced in recent centuries, however, that causes the problem, in addition to disruption of natural environments such as dredging, excavation, landscaping, etc.. Indeed, the disturbed soil are ideal for the spread of warbler.

Impacts of the spread

Flora

The areas invaded by the Common Reed is often dense and impenetrable. The multiple means of reproduction allow it to reproduce on average 3 times faster than native vegetation. It easily adapts to periods of flooding and drying while tolerating large variations in temperature. Over time, it alters the hydrology of the soil by evapotranspiration *** and because it forms a thick litter ground which is 3 times thicker than that of native vegetation, thus covering the water and preventing the growth of other plants. Therefore, this plant is very resistant, tolerant and aggressive ranks among the worst invasive plant species difficult to control.


Wildlife

research can not currently determine the impact suffered by wildlife. However, based on some observations, the accumulation of litter Warbler and the high density of rhizomes prevent fish from moving into the affected areas. Witness the Northern pike spawn 3 times less than in marshes invaded by the warbler. In the long term, more and more space will be occupied by the warbler, reducing the area of spawning fish. This is true for bird species that need water to breed. The only relevance of the warbler for wildlife is protected, the only one in early spring season. Otherwise, some species of mammals such as muskrats eat the rhizomes.

Solutions management and prevention

In Canada, use herbicides is banned, prompting the search for environmental solutions. Given the aggressiveness of the plant, or planting the seed of native species near the sites of warbler is insufficient. It should rather excavate the area to remove all rhizomes and remove the excavated material to a landfill or, where appropriate, an area already invaded Warbler. The intervention must be done before August lorsqu'ont place seed formation and germination. Then, the excavated area must be immediately seeded or planted with trees or shrubs. A shrub band, however remote it may be, would prevent the Warbler to expand because the shadow and the physical barrier created enough to prevent the progression of rhizomes and stolons. Another technique, currently being tested, is covered with a thick opaque linen excavated areas and to sow seeds of an optimal mix of native plants to inhibit the growth of warbler.

The Great Canadian Shoreline Cleanup in September


Here's a little message to let you know of an initiative by the Vancouver Aquarium has become a national program, Great Canadian Shoreline Cleanup . It aims to encourage local people from all over the country to act against the health of its shores, inviting them to organize, annually, a big clean-up of banks close to home.

This year, we invite people to organize such events in the week of September 18 to 25. In Montreal, a chore will be held at Angrignon Park, Saturday, Sept. 18, from 9:30 to 12:00. It expects about 200 people already, I invite you to join in the fun!

chores of cleaning the site of discoveries of all kinds, so that waste of unusual natural beauty! They can learn about the natural habitats that surround us and to better appreciate the value in everyday life.
